You're right, Douglas. Drivers engaged in those sorts of risky behaviors could be ticketed because those behaviors can easily injure and kill others. On the cycling side, research indicates that better bicycle infrastructure engenders better cycling behavior. Unfortunately, some people point to bad behavior by people on bikes as a reason not to invest in better infrastructure, which would make things safer for ALL cyclists (and drivers, too).
