Unfortunately I think this is a vicious cycle and as I said on another post, we are comparing apples to oranges. Do I think many city services could benefit from the diligence seen in parking services? Absolutely! I also think that parking services learns what they do from their leadership, something those other departments may lack in whatever way and for whatever reason.
